VALLEY RADIO CONTROL MODEL CLUB
These are the Constitution and By-Laws of the VALLEY RADIO CONTROL MODEL CLUB inc. a Charter Club of the Academy of Model Aeronautics.
CONSTITUTION
ARTICLE I Name
1.The name of this corporation is “Valley Radio Control Model Club, Inc.”
2.The official abbreviation of the name Valley Radio Control Model Club, Inc. shall be the capitalized letters “VRCMC”.
3.Hereafter in this text, the Incorporation shall be referred to as the “Club”.
ARTICLE II PURPOSE
The purpose of this club is to foster, expand and perpetuate the practice of safe R/C modeling and the spirit of good fellowship among all modelers.
ARTICLE III MEMBERSHIP
1.Regular membership shall be granted by majority vote at a regular meeting to anyone who has attained his or her 18th birthday and has applied for or is a current member of the Academy of Model Aeronautics (AMA).  A current regular Club member must also sponsor the new member.  The sponsor’s duties shall be to coach the new member in all club operations.  An FCC license is required for a Club member to operate Radio Control equipment(on 6 meter or 53 mhz band)
2.Junior membership shall be granted to applicants under 18 years of age, in the same manner as a regular member.
3.Social membership may be granted in the same manner as regular memberships, however, no AMA membership is required.
4.The regular membership, by a majority written vote, may suspend or expel any member for conduct detrimental to the aims of this Club.  The member shall be allowed an opportunity of an explanation at a regular meeting prior to the vote.(A minimum of 12 votes must be cast)
ARTICLE IV OFFICERS AND THEIR DUTIES
1.The officers of this Club shall be a, President, Vice-President, Field Manager, Secretary/Treasurer and Newsletter Editor.
2.The President shall preside at all meetings (if possible), appoint all committees and shall in general perform the duties incident to his office.
3.The Vice-President shall perform the duties of the president if the president is unable to act.
4.The Field Manager shall create the mowing roster and organize all work detail at the Club field.
5.The Secretary/Treasurer is next in order of succession. The Secretary/Treasure shall keep accurate minutes of the Club’s proceedings,  record meeting attendance and keep an up-to-date record of all members.  He/she shall keep an exact record of all monies received and dispersed, and make a report of the financial condition of the club at the regular meetings.
6.The Newsletter Editor shall have the responsibility of creating and distributing a newsletter to the membership before the monthly meeting.
7.In the case of a vacancy in the office of the President, the Vice-President shall succeed to that office and an interim Vice-President shall be elected.
8.The Club “Board of Directors” shall consist of the current President, Vice-President, Secretary/Treasurer and the immediate past President, holding a current club membership.
ARTICLE V ELECTIONS & TERMS OF OFFICE
1.Officers shall be nominated by regular members and elected by a majority vote at the regular meeting in December each year.
2.The term of the officers shall be the calendar year.
3.An officer may resign by submitting in writing to other officers his/her signed and dated resignation.  Effective date shall be upon receipt.
ARTICLE VI REGULAR MEETINGS
1.The regular meetings of the Club shall be held monthly.
2.The President may call “SPECIAL” meetings; however, all members of the Club must be notified prior to the meeting.
3.The conduct of the meeting shall be in accordance with regular Parliamentary Procedure per “Roberts Rules of Order”.
ARTICLE VII FISCAL YEAR
The fiscal year of this Club shall be the regular calendar year.
ARTICLE VIII AMENDMENTS, EFFECTIVE DATE
1.This Constitution may be amended by two-thirds of the votes cast at a regular meeting of the Club.  The By-Laws may be amended by a majority vote of the votes cast at a regular meeting of the Club.  A minimum of 12 votes must be cast to amend the Constitution or the By-Laws.  Proposed changed must be discussed at a regular meeting with the vote to be taken at the next monthly meeting.  The membership must receive written notice of proposed changes prior to the vote.(notice shall be a minimum of 15 days)
2.This Constitution and its By-Laws shall become effective immediately.
3.Any amendment to this Constitution or its By-Laws shall become effective on the first day of the month following a regular meeting of the Club.
BY-LAWS
ARTICLE I MEMBERSHIP
A.Privileges of a regular member shall include, but not be restricted to the following:
1.Privilege of operating models at the Club field, in accordance with Club rules and customs, and with observance of prudent safety precautions.
2.Privilege of participating in Club sponsored or affiliated meets and contests, in accordance with pertinent regulations and safety practices.
3.Right to attend and vote at all meetings and elections of the Club.
B.Privileges of Junior members are the same as regular members, except for the right to vote and hold office.
C.Privileges of Social members are the same as a Junior members, except for the right to operate models at the field or Club sponsored events.
ARTICLE II FEES AND DUES
A.The membership dues shall be as follows:
1.Regular membership – $24.00 per year ($20.00 if paid by the March meeting).  New members shall be pro-rated at $2.00 per month starting with the month that they join the Club.
2.Junior membership – $1.00 per year
3.Social membership – $10.00 per year
4.All new regular members shall pay a one-time $15.00 initiation fee.
5.All new Junior members shall pay a one-time $5.00 initiation fee unless a parent or guardian is also a member, then the initiation fee shall be waived.
6.Annual Club dues not paid by March meeting of the current year shall be delinquent.  Membership privileges are suspended until dues are paid.  If the dues are not paid by December 31, the member’s name shall be removed from the Club roster.
7.If a member resigns in good standing and then rejoins the club in the future he/she shall not be charged the initiation fee.
8.The Secretary/Treasure and Newsletter Editor shall be exempt from yearly dues.
B.Fees for Club events shall be fixed by the membership at a regular meeting.
ARTICLE III NEW MEMBERS
A.All new members of the Club shall receive a packet of the following items:
1.AMA license application
2.Copy of the Club CONSTITUTION and BY-LAWS
3.Copy of the Club Roster.
4.Copy of the Club safety rules
B.The sponsor shall award the new member his/her Pilot’s Wings when the member has completed the following guidelines:
1.Safely ROG, fly and land the plane in both a right and left hand flight pattern.
2.Exhibits complete control of the plane at all times and is able to take evasive action, as necessary, to maintain a safe flight path.
3.Show a working knowledge of how to set up the airframe, radio gear, and engine in a safe and usable manner, and maintain the model as required.(New pilots are advised to seek advice and assistance of more proficient members when flying a new and /or unfamiliar aircraft.
ARTICLE IV GENERAL
A.All AMA and Club Safety Rules shall be posted and enforced at the Club Field and Club functions.
1.The AMA rule concerning alcohol consumption by pilots will be enforced.  Alcoholic beverages shall not be allowed on the flying side of the safety fence.
B.All Club events shall have a director in-charge of that event.
C.Guests shall be allowed to use the Club Field.  All Field rules must be followed.
FIELD RULES
1.Current AMA and VALLEY R/C CLUB MEMBERSHIP REQUIRED.
2.No transmitter allowed on without a frequency pin.
3.Mufflers or Tuned pipes required.
4.No flying allowed over flight line or spectators.
5.No parking cars at the flight line.
6.No children allowed unattended beyond safety fence.
7.All transmitters must be impounded and off.
8.15 minute limit of frequency pin time.
9.Pilot must stand behind safety line while flying
10.Only brief engine running on flight line.
11.Keep area clean
12.No taxiing on or behind flight line.
13.No engine running before 8:00 am.
14.Fly Clear of all full scale aircraft in the area.
